The chances of these titles going back on sale are extremely slim to none IMO. Some of these companies will likely say no or make the price so high as to be a no (looking at you Toyota). My guess is that they would need to contact all the IP holders for the licenses that are in these games and renew the licenses in a way that allows sale of the digital version. What must happen so Codemasters consider re-releasing these games on Steam again?
